Operations<\/a> (ORSO) is responsible for negotiating all incoming and outgoing MTAs.&nbsp; All principal investigators or researchers who wish to receive or send materials through the university should submit an MTA request form to ORSO.<\/p>\n\n\n\n<ul><li>To start an MTA, select and submit the most appropriate form to ORSO.\n<ul>\n<li><a style=\"text-align: center\" href=\"https:\/\/orso.wsu.edu\/documents\/2018\/03\/mta-info.pdf\/\">In-coming MTA Request Form<\/a><\/li>\n<li><a style=\"text-align: center\" href=\"https:\/\/research.wsu.edu\/innovation\/documents\/2020\/02\/wsu-out-going-mta-checklist2-2020.pdf\/\">Out-going MTA Request Form<\/a><\/li>\n<\/ul>\n<\/li><\/ul>\n\n\n\n<p><span style=\"text-decoration: underline\">If your MTA pertains to live vertebrate animals<\/span><\/p>\n\n\n\n<p>The transfer of live vertebrate animals is coordinated between <a href=\"https:\/\/orso.wsu.edu\/\">ORSO<\/a>, the Campus Vet&nbsp;<a href=\"http:\/\/campusvet.wsu.edu\/\">(OCV)<\/a>, and the Institutional Animal Care and Use Committee Office&nbsp;<a href=\"http:\/\/www.iacuc.wsu.edu\/default.asp\">(IACUC)<\/a>.&nbsp; It is important to contact <a href=\"https:\/\/orso.wsu.edu\/\">ORSO<\/a> prior to receiving or sending out any research materials so that appropriate MTAs can be developed to protect you and the institution.<\/p>\n\n        <\/div>\r\n    <\/div>\r\n<\/div>\n\n<div class=\"wsu-accordion\">\r\n    <h3 id=\"unique-id-1__30576\" class=\"wsu-accordion__title\">\r\n        <button class=\"wsu-accordion__title-button wsu-accordion--toggle\" aria-expanded=\"false\" aria-controls=\"unique-id-1__content\">What happens next?<\/button>\r\n    <\/h3>\r\n    <div id=\"unique-id-1__content\" class=\"wsu-accordion__content\" aria-labelledby=\"unique-id-1__30576\">\r\n        <div class=\"wsu-accordion__content-inner\">\r\n            \n\n<ul id=\"block-cd067153-1c4b-4efa-925f-21128da5dcce\"><li>ORSO will draft and negotiate the MTA with the other party.<br><em>Negotiating and executing the MTA can be a lengthy process.&nbsp; <\/em><br><strong>Please plan ahead.<\/strong><\/li><li>ORSO Inform all parties when the agreement is fully executed.<br><em>At this point, the materials may be transferred or received.&nbsp;<\/em><\/li><\/ul>\n\n        <\/div>\r\n    <\/div>\r\n<\/div>\n\n<div class=\"wsu-accordion\">\r\n    <h3 id=\"unique-id-1__45232\" class=\"wsu-accordion__title\">\r\n        <button class=\"wsu-accordion__title-button wsu-accordion--toggle\" aria-expanded=\"false\" aria-controls=\"unique-id-1__content\">I have some materials that my colleague at another university wants to use. Can I simply mail them? Am I required to have an agreement set up?<\/button>\r\n    <\/h3>\r\n    <div id=\"unique-id-1__content\" class=\"wsu-accordion__content\" aria-labelledby=\"unique-id-1__45232\">\r\n        <div class=\"wsu-accordion__content-inner\">\r\n            \n\n<p>All the materials that go out of the University need to have an out-going materials transfer agreement attached to them. These MTAs specify the rights and limitations for using these materials and are meant to protect the rights of WSU researchers. In addition, these also serve the purpose of complying with export regulations between the United States and a foreign country.<\/p>\n\n        <\/div>\r\n    <\/div>\r\n<\/div>\n\n<div class=\"wsu-accordion\">\r\n    <h3 id=\"unique-id-1__12625\" class=\"wsu-accordion__title\">\r\n        <button class=\"wsu-accordion__title-button wsu-accordion--toggle\" aria-expanded=\"false\" aria-controls=\"unique-id-1__content\">I have materials a company wants to use. Can I give them to the company?<\/button>\r\n    <\/h3>\r\n    <div id=\"unique-id-1__content\" class=\"wsu-accordion__content\" aria-labelledby=\"unique-id-1__12625\">\r\n        <div class=\"wsu-accordion__content-inner\">\r\n            \n\n<p>Corporate entities can have access to materials developed by WSU researchers. This type of transfer is facilitated via a research use license and MTA with that entity.<\/p>\n\n        <\/div>\r\n    <\/div>\r\n<\/div>\n\n<div class=\"wsu-accordion\">\r\n    <h3 id=\"unique-id-1__57332\" class=\"wsu-accordion__title\">\r\n        <button class=\"wsu-accordion__title-button wsu-accordion--toggle\" aria-expanded=\"false\" aria-controls=\"unique-id-1__content\">A company wants to fund research in my lab and requires that I disclose confidential and proprietary information to them. What should I do?<\/button>\r\n    <\/h3>\r\n    <div id=\"unique-id-1__content\" class=\"wsu-accordion__content\" aria-labelledby=\"unique-id-1__57332\">\r\n        <div class=\"wsu-accordion__content-inner\">\r\n            \n\n<p>WSU&#8217;s<a href=\"https:\/\/orso.wsu.edu\/\"> Research Support &amp; Operations<\/a> (ORSO) enters into a non-disclosure agreement (NDA) to facilitate the exchange of confidential information with an industry sponsor to protect the rights of WSU researchers. NDAs allow you to disclosure confidential information prior to, for example, a research proposal submission.<\/p>\n\n        <\/div>\r\n    <\/div>\r\n<\/div>\n\n<div class=\"wsu-accordion\">\r\n    <h3 id=\"unique-id-1__24268\" class=\"wsu-accordion__title\">\r\n        <button class=\"wsu-accordion__title-button wsu-accordion--toggle\" aria-expanded=\"false\" aria-controls=\"unique-id-1__content\">I want to use materials developed by my colleagues at another institution. Can I simply ask for them to send me the materials?<\/button>\r\n    <\/h3>\r\n    <div id=\"unique-id-1__content\" class=\"wsu-accordion__content\" aria-labelledby=\"unique-id-1__24268\">\r\n        <div class=\"wsu-accordion__content-inner\">\r\n            \n\n<p>All the materials that come into the University need to have an in-coming MTA attached to them. These MTAs specify the rights and limitations for using these materials and are meant to protect the rights of WSU researchers. Incoming MTAs are handled by the <a href=\"https:\/\/orso.wsu.edu\/\">Office of Research Support &amp; Operations<\/a> (ORSO).
